Evaluation Results

 

Evaluation results of the Arkansas IndependentChoices are forthcoming from Mathematica Policy Research, Inc., the independent evaluator for the Cash and Counseling Demonstration Evaluation.  Results have also appeared in the May/June 2003 web exclusive version of Health Affairs (www.healthaffairs.org).   

 Some of the early evaluation results from Arkansas reveal:

 ·        Persons afforded the opportunity of consumer direction reported receiving better care than persons who continued to have their personal care needs met through agency providers

 ·        The IndependentChoices program significantly increased consumers satisfaction with their care and with paid caregivers

 ·        IndependentChoices participants were more satisfied with the timing and reliability of their care and with the way paid caregivers performed their duties

 ·        IndependentChoices increased the likelihood of participants receiving any paid personal care and increased service delivery during non-business hours.

 ·        IndependentChoices reduced some unmet needs for personal care while increasing participants’ quality of life.

 ·        For the non-elderly only, IndependentChoices reduced having multiple paid caregivers, and increased the likelihood of receiving assistance with key types of personal care for which researchers at Mathematica Policy Research, Inc.  observed a high level of unmet need at baseline.
